Laura Pinero: Compliance and Operations Training Manager

Laura Pinero is the Compliance and Operations Training Manager for Improsynergies LLC. Laura began her property management career in 2004 while doubling as a realtor. Laura has a passion for helping others and it drew her into affordable housing. She joined our team in 2004 as a Property Manager and began overseeing multiple Affordable Housing Community lease-ups, through several property management companies. Laura takes pride in training new team members with both Operational Policies, Fair Housing Guidelines, Compliance, and Practical Leasing Strategies. She had extensive experience with Yardi Voyager property management software and was a certified trainer with the affordable module.

Throughout her extensive career covering many key positions, Laura has held the title of Compliance and Operations Training Manager due to her outstanding abilities to lead by example, vast knowledge of regulatory compliance, overall LIHTC knowledge of Multi-level Bonds, SAIL, SHIP, HOME, HUD, S8, RD, Conventional, Senior Housing and her high ethical and moral standards.   Laura’s ability to monitor and guide a portfolio of 21 communities, and over 95 team members, on Compliance, Landlord tenant laws, State Statutes, Operational and Fair Housing Polices, makes her a valuable asset to the Improsynergies team.   Laura currently holds certifications in Housing Credit Certified Program by NAHB, Specialized in Housing Credit Management by NAHMA, Certified Occupancy Specialst by NCHM, Blended Occupancy Specialist by NCHM, Tax Credit Specialst Advanced by NCHM, as well as EIV Specialist by NCHM and is our EIV Coordinator.

Mary Ann Deblasio:  Compliance Consultant

Since 2015 Mary Ann Deblasio has returned as a Compliance Consultant for Improsynergies.  She works directly with management and onsite teams, to provide on-going, pristine support and as needed, direct one on one support to ensure compliance policies and procedures are strictly adhered to.   To assist low-income individuals and families, as part of the Tax Reform Act of 1986, Congress created the highly successful, Low Income Housing Tax Credit (LIHTC0 IRS Section 42 Program.  During that same year, Mary Ann became, and continues to work, as a seasonal tax consultant for H & R Block.  Mary Ann worked as a Monitor for First Housing and in addition to LIHTC, she is also proficient with SAIL, State and County Bonds, AHL, ELI, Home Investment Partnership Program, REAC, Project Based Section 8, Portable Voucher Programs and preparation/review of SHIP.

Mary Ann also has extensive budgeting and Human Resource training from her six-year tenure at Hillsborough County Community College and has assisted with several of our LURA/EUA requirements for financial counseling. Her experience in both the tax field and accounting compliance has offered the residents of our communities’ exceptional knowledge of setting themselves up for financial success as well as partnering with local organizations for first time home buyers. Mary Ann also has worked in the financial industry for 12 years as both a private consultant and team member of local financial institutions.   Mary Ann’s myriad of experience has provided her the opportunity to be a key component to the Improsynergies mission and proven success.

Cami Bassett: Compliance Specialist

Ms. Cami Bassett first came to ImproSynergies as a Compliance Specialist in 2014 with an already overwhelming wealth of knowledge in overall property management of LIHTC, HUD, PBRA, 50059 and RD multifamily housing communities of over 35 Projects as well as having overseen Habitat for Humanity dwellings, with even more precise service to SHIP, SAIL, Bond & HOME funding programs. Cami has set an exemplary standard for reviewing applicant and ongoing tenant qualification to maintain strict regulatory program guidelines, over large portfolios of assets, representing both the management and ownership teams by this time. Ms. Bassett’s unwavering commitment to due diligence has gone on to serve many more portfolios in several different US states, as this is her 22nd year in the industry. She brings with her the nationally recognized Compliance driven certifications such as NAHB’s HCCP Designation, NAHMA’s CPO Designation, and NCHM’s COS Designation. Her proficiency in diverse property management software environments such as Yardi and Onesite as well as HUD’s Enterprise & PIC systems offer her the ability to oversee layered funding communities with ease. Cami brings the foresight to successfully close out all scenarios of onsite reviews such as local and state agency Annual Management Reviews, MORs and REACs. The extent of Cami Bassett’s expertise in the field of Affordable Housing is an experience that makes ImproSynergies proud to call her one of their own.
